ILCE is an independent international organization with its own resources, rules and regulations and is at the service of the countries of Latin America in accordance with the Cooperation Agreement signed on May 31, 1978 by Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Panama, Paraguay, Venezuela and Dominican Republic, published in the Federal Official Journal, March 28, 1979; modified by resolution of the Directive Counsel on April 21st 1994, published in the same Journal on June 2nd, 1995.
Taking into account that ILCE´s headquarters are in Mexico City and that its objectives are regional cooperation in research, experimentation, production and distribution, advertising of audiovisual materials; training of human resources in educational technology; material gathering and documentation on audiovisual materials; and other educational services to benefit its member states.
